China Stamps - 1999-10 , Scott 2972 The 125th Anniversary of the Founding of the UPU - Block of 4 - MNH, F-VF : The UPU is an international organization which allows governments to discuss postal affairs. It was founded on October 9, 1874, and its headquarters are in Bern, Switzerland. In July 1984, it became a specialized agency of the United Nations with the aim of organizing and improving postal services throughout the world and ensuring international collaboration in this area. Now it has 189 member states. To mark the 125th anniversary of the founding of the UPU and the 22nd Congress of the UPU held in China,the State Postal Bureau issued a commemorative stamp.
